I have received from the Secretary Cardwell copies of the Ordinance, (W. 131 1865, July 3) prepared by the Colonial Govt of Hong Kong, and submitted for the approval of H. M. "for the rendition in certain cases of Chinese subjects charged with piracy" and also a copy of a despatch from the Acting Governor of Hong Kong, H. W. Whitfield of the 13th of Nov. with the enclosure
in which it would seem that the Governor of Canton has consented to "waive the punishment of the Ling thick" in the case of criminals surrendered.
